088 numbers are national, location-independent phone numbers, so not tied to a specific city or region. They are issued per block of 100 or 1000 consecutive numbers in the name of companies and operators by the ACM, and may only be used by the applicant themselves. Especially useful for companies with multiple locations: with your own 088 number block you are reachable nationally with all your departments and locations.
The costs for calling 088 numbers are charged by the telecom provider at the regular local rate. In most cases this is simply included in the call bundle, just like with regional numbers.
